Following an agreement with the Finnish Government, IOM established the 'Regional Office for the Baltic and Nordic States' in Helsinki in 1994. In addition to providing support to IOM offices in Norway, Estonia, Latvia, and Lithuania - IOM Helsinki carries out a wide range of migration-related activities in the Baltic and Nordic States in close partnership with government authorities, municipalities, regional bodies and institutions, and NGOs.
In July 2005, IOM Helsinki extended its regional coverage beyond the Baltic and Nordic States to include Armenia, Azerbaijan, Georgia, and Ukraine. IOM Ukraine has sub-regional functions and supports IOM missions in Belarus and Moldova.
