Summary

This project will act as a first step to building administrative cooperation and encouraging the exchange of information and best practices on preventing illegal employment of labour migrants and promoting lawful employment opportunities in the service and construction sectors among authorities, trade unions, NGOs, and other relevant agencies in Finland, Latvia, and North-West Russia. Ultimately the activities of the project will contribute to reducing the illegal employment of migrant workers in the region and the promotion of legal employment opportunities. Activities will include the development of working papers on the “state of play” in Finland, Latvia, and North-West Russia; a seminar for exchanging practical experience and establishing a multidimensional network of relevant agencies with an interest in preventing illegal employment and increasing legal employment opportunities, and a final report including the material and findings of the project.
