IOM Helsinki is currently able to offer AVR services from Denmark, Estonia, Finland, Latvia, Lithuania, and Sweden.

Voluntariness is a pre-requisite for IOM return assistance and means that the return is based on a decision freely taken by the individual. A voluntary decision embraces two elements: freedom of choice, which is defined by the absence of any physical, psychological or material pressure; and an informed decision, which requires having enough accurate and objective information available upon which to base the decision. 

The returning migrant will be expected to fill in an IOM Assisted Voluntary Return Form (AVR Form) before being assisted.
