During October 2017,116 persons returned from Finland through IOM's Assisted Voluntary Return and Reintegration (AVRR) programme. That is an increase from the previous months. The number of returnees since the beginning of the year is 1234. Of those, 954 have returned to Iraq. Altogether the number of return countries during this year is 33.

A new decree on AVRR support came in to force on 25 September that increased the amounts of support available to returnees. Expecially the number of returnees choosing in-kind-support instead of cash support has increased. Earlier, only 1 percent of returnees chose this option, during October the number was 8 percent.

In-kind support is support given by local organizations or IOM offices with the aim of strengthening the possibilities for employment, skills development and training, education or income-generating activities, for instance.

IOM Finland's assistance to voluntary returnees from Finland is based on an agreement with the Finnish Immigration Service, Migri. Returnees can be granted either cash grants to help them reintegrate or are given in-kind-support.

According to IOM, voluntary return should always be the preferred mode of return, as it is the most sustainable alternative in view of the reintegration of migrants.
