Assisted Voluntary Return and Reintegration (AVRR) aims to better enable the orderly, humane and cost-effective return and reintegration of migrants who are unable or unwilling to remain in host countries and who wish to return voluntarily to their countries of origin. IOM provides globally pre-departure, transportation and post-arrival assistance to unsuccessful asylum seekers, migrants in an irregular situation, migrants stranded in transit, stranded students and other persons under similar circumstances. AVRR programmes have proven particularly effective in situations where the voluntary return option is part of a multipronged approach to migration management.
IOM Finland provides AVRR in Finland, Sweden and Iceland.
At IOM Finland, AVRR is targeted to the following groups:
- persons who have received a negative decision on their asylum application
- persons who have withdrawn their asylum application
- victims of human trafficking who do not have a municipality of residence in Finland
- persons who have received temporary protection
- persons who have been granted a temporary residence permit because they cannot be removed from the country, but who do not have a municipality of residence in Finland
- persons whose international protection status in Finland has been withdrawn or cancelled and a decision has been made to deport them
The current AVRR Finland project is funded by the Finnish Immigration Service (Migri) and serves only certain target groups. However, IOM Finland may assist also other migrants with AVRR – please contact us for more information.
The assistance provided at IOM Finland includes travel arrangements and expenses from the person’s current location to the final destination, and possible reintegration assistance such as cash or in-kind assistance. In 2016, IOM Finland assisted 2116 voluntary returnees from Finland.

The activities in Sweden are two-fold: assistance to migrants who are exposed to trafficking in human beings and/or to prostitution in Sweden, and payments of reintegration cash grants to voluntary returnees from Sweden.
Since 2012 the AVRRTiPP-SWE programme has provided assistance to migrants who are exposed to trafficking in human beings and/or to prostitution in Sweden. The programme assists both EU nationals and third country nationals.
Until the end of 2017, the programme was funded by the County Administrative Board of Stockholm who had a national mandate to coordinate counter-trafficking activities in Sweden. Since the beginning of 2018 this mandate is held by the newly established Swedish Gender Equality Agency, which nows funds the programme. Potential beneficiaries are identified by Swedish regional anti-trafficking coordinators in cooperation with IOM Finland.
IOM Finland supports regional anti-trafficking coordinators, NGOs, social workers, and SMA officers to plan and arrange Assisted Voluntary Return and Reintegration (AVRR) in a safe, humane and sustainable manner. This support can for instance be:
- To inform the potential beneficiaries of the possibility of AVRR
- To counsel them on the return process and on possibilities for reintegration
- To conduct assessments on risks, needs and health
- To arrange the beneficiaries’ travel, for instance help them to obtain a travel document, purchase flight tickets, and arrange an escort if necessary
- To provide transit and arrival assistance
- To provide each beneficiary with individually tailored reintegration support
The reintegration support and monitoring after the return are implemented in close cooperation with the local IOM missions and other actors in the countries of return. The returnee creates a reintegration plan suitable to her or his specific needs, with the help of these parties and with the coordination of IOM Finland. IOM stays in touch with each returnee for at least the duration of the reintegration process. IOM Finland also supports the beneficiaries’ access to justice. This can include, for example, informing the returnee of developments in the investigation or court proceedings concerning their trafficking case, or coordinating her or his participation in a trial in Sweden.

In cooperation with the Swedish Migration Agency (SMA), IOM Finland facilitates payments of reintegration cash grants to voluntary returnees from Sweden. The aim of the project is to support returnees in reintegrating to their countries of origin.
Reintegration cash grants can be provided to voluntarily returning asylum seekers whose application has either been rejected or who have withdrawn their application. Over the course of the project, which was launched in 2007, thousands of beneficiaries have gotten financial support for the reintegration in their countries of origin.
In 2016, IOM Finland facilitated over 1 900 grant payments in seven countries.

IOM Finland provides Assisted Voluntary Return and Reintegration services to returnees from Iceland in cooperation with the Icelandic Directorate of Immigration. Eligible migrants include asylum seekers, persons considered to be vulnerable, victims of trafficking and unaccompanied minors in Iceland.
The aim of the project, launched as a pilot in 2016, is to contribute in establishing a consistent and nation-wide offer of AVRR in Iceland. While the project provides capacity building for Icelandic counterparts, its main focus in on assisting returnees. This is done for instance through counselling, assistance with travel documentation needs, international travel arrangements, provision of transit and arrival assistance as well as operational/medical escorts and onward transportation to final destination.
In 2016, a total of 30 returnees from Iceland were assisted by IOM Finland.
